The best freeware photo/JPG editor is IrfanView. To create a custom selection for cropping: Edit, Custom Selection, [enter the selection box size in pixels], Apply. Then Right-click and Drag the box around to where you want it. Then Ctrl-Y (or menu option) to Crop. It rules.

NBC DTV Reception in San Jose:
I found a second source for NBC-HD (KNTV, stronger signal):
49.2 (alias 48.2) KNTV NBC Mt. Allison
This primary channel gets a bad reception sometimes:
12.1 (alias 11.1) KNTV NBC Loma Prieta
Bay Area DTV/HDTV Stations
KTEH (PBS, San Jose): Still not online yet.
